Grants and funding for local government
The majority of local government revenue is derived from rates levied on property and user charges. Grants from a number of Commonwealth and State Government sources also provide a significant proportion of revenue. The Victoria Grants Commission, which allocates Commonwealth Government funds to Victorian councils, provides around 10 per cent of the total revenue of Victorian Councils.

The Victoria Grants Commission is an independent statutory body that falls within the portfolio responsibilities of the Minister for Local Government and operates under the Victoria Grants Commission Act 1976.
Other Grants and Funding
Councils are expected to comply with the requirements of the National Competition Policy (NCP), reporting annual and including compliance in their Annual Report.
