East West Link Needs Assessment final report

In 2006, the Victorian Government asked Sir Rod Eddington to undertake a comprehensive study into improving east-west transport connections across Melbourne. In March 2008, Sir Rod Eddington completed the East West Link Needs Assessment (EWLNA) and delivered his report to the government. The EWLNA recommendations – and the evidence supporting them – are summarised in an Overview document and set out in detail in an extensive main report. A number of supporting documents and reports are also available.

The Victorian Government is now considering the EWLNA report and is seeking your say before responding to the study’s recommendations.

    Background

    As part of the Government's blueprint Meeting Our Transport Challenges, the Premier appointed Sir Rod Eddington, an Australian engineer and businessman and a leading international expert on transport matters, to lead an independent investigation into the best options for improving Melbourne’s east-west transport connections.

    The study's terms of reference and parameters are described in the study overview (PDF, 2,512 KB, 16 pp.)

    The East West Link Needs Assessment (EWLNA) commenced in March 2007. Sir Rod Eddington was supported by an expert Study Team and a number of specialist consultants who carried out extensive research, modelling and analysis. The study also considered submissions provided by individuals, local councils, community organisations and business groups. On 31 March 2008, the final EWLNA report was delivered to the Premier of Victoria.
