Single National Rail Safety Regulatory & Investigation Framework
Draft Regulatory Impact Statement, November 2008

The Department of Transport has responded to the National Transport Commission's (NTC) request for comments regarding the 'Single national rail safety regulatory and investigation framework draft regulatory impact statement'.

While the submission reaffirms Victoria's strong commitment to national transport reform, the Department's analysis concludes that there are very significant problems with the draft RIS and major weaknesses in the cases for a single national rail safety regulator and a single national rail safety investigator at this time.

The Department's preferred way forward is to move to an enhanced coordination model based on the successful model operating in the roads sector for the transport of dangerous goods across Australia. This option has considerable potential benefits and fewer risks.


Public Transport Safety Victoria has also responded with a submission to the NTC.
